REPLY OF MANAGEMENT TO BSNLEU ON THE MATTER OF REDUCTION OF SERVICE PERIOD FROM 10 YEARS TO 5 YEARS. (Taken from the minutes of meeting):

Reduction of service condition to appear for 35% quota LDCE promotion to JTO-     The management side informed that Direct Recruitment in the cadre of TTA has been primarily done for meeting the requirement of officials in the cadre of TTA and not for creating avenues for further promotion. If demand of the union is considered, TTA cadre will always remain as recruiting and training ground. It is logical to expect reasonable service period for any fresh recruitee of any cadre. Thus the service condition fixed in the RRs is appropriate. Moreover, as there is no proposal to conduct the 35% quota examination in the near future, it would be premature to consider any relaxation at this stage. The staff side insisted for reduction of 10 years of eligibility condition to five year on the ground that in none of the PSU, an employee has to wait for a period of ten year to become eligible for promotion to the next higher grade. After detailed deliberations, the Chairman agreed to give a fresh look at the issue, as and when any exam under 35% quota is planned in future. 

REPLY OF MANAGEMENT TO OUR TTAs IN THE COURT CASE ON THE MATTER OF PROMOTION:  

After the formation of BSNL w.e.f. 01-10-2000, it was proposed that around 11300 posts of JTO’s pertaining to the quota of outsider has unfilled. In order to make available JTO’s for positioning them for improving operational efficiency, BSNL decided to make direct recruitment in the cadre of JTO’s through open market, in accordance with BSNL recruitment rules 2001, accordingly is has been decided to make recruitment for 4000 posts in the year 2003, 3000 in the year 2002 and advertisement under reference has been issued for filling 3000 vacancies. Further, prior to formation of BSNL, for the 35% quota vacancies of JTO cadre pertaining to the said period the examination has already been conducted. As such, in further while filling up the vacancies under 50% Direct recruitment quota the department quota i.e.15% & 35% will also be filled up from amongst the eligible departmental candidate as per the provision of recruitment rules in vague. This disposes of your representation pursuant to the order of the Hon’ble High Court of Punjab and Haryana.
